AMANDA BYNES was facing TWO charges of hit-and-run, for separate incidents occurring in April and August of this year.  But she's in the clear now, after reaching financial settlements with both victims.  There's no word how much she paid them.

--Because of those deals, the charges were formally dropped.  Los Angeles prosecutors are NOT happy about that.  But Amanda still faces charges of driving without a license and DUI.
